PROGRAM DETAILS
The NAVAL AIR SYSTEMS COMMAND (NAVAIR) and Naval Aviation PROGRAM EXECUTIVE OFFICES (PEO), together with the NAVAL AIR WARFARE CENTER AIRCRAFT and WEAPONS DIVISIONS (NAWCAD and NAWCWD) will jointly conduct a classified Industry Collaborative Exchange (ICE) on 12 July 2023, at the Naval Air Station Patuxent River, Maryland.

The Naval Aviation North Stars ICE is the first in a series of planned events to inform industry about the specific and time-critical challenges to NAVAIR’s Mission to “Deliver integrated warfighting capability to enable the Fleet / Force to compete, deter and win – tonight, tomorrow and in the future.”

The 12 July event will focus on the “Rapid delivery of integrated warfighting capability that is dominant, affordable and available.”

Key agenda topics include:
→Distributed Maritime Operations and the Joint Warfighting Concept
→Aligning Efforts to the Naval Aviation North Stars
→Priority Warfighting Capability Gaps – Emergent and Urgent Needs.

The afternoon agenda includes two panel discussions:
→PEO / OPNAV Perspectives on Capability, Affordability and Availability
→NAWC / Fleet Readiness Center (FRC) Capability Delivery Success Stories – Acquisition and Fleet Perspectives.
The purpose is to build on-going collaboration, frame upcoming related PEO and NAWC industry events, and prepare for solicitations.

The NAVAIR/NAWC team has established a fully-informed, competitive procurement environment to support the intended solicitations and subsequent ICE activities. Shortly after this initial event, a Broad Agency Announcement (BAA) and Classified Agency Announcement (CAA), as contemplated in FAR 6.102(d)(2)(i), will solicit White Papers describing potential prototypes and demonstrations that can rapidly address operational warfighting capability gaps, mitigate Risk to Mission and accelerate development and test of material and non-material solutions within the Fiscal Year Defense Program (FYDP) leveraging rapid capability and adaptive acquisition pathways.
♦The primary objective is to identify operational prototype solutions that can demonstrate integrated/interoperable performance through a brief cycle (~6-18 months) of NAWC Naval Research and Development Enterprise (NRDE) Live-Virtual-Constructive (LVC) activities that culminate in operational Fleet/Force assessment at a Naval Experiment, Joint or Large Force Exercise.
♦The secondary objective is to identify key enablers for delivering emergent and advanced solutions, including modeling, simulation, virtualization; model-based engineering and test, training and deployment tools and methods; digital analytics, data handling, aggregation and protection processes; as well as the need for access to unique resources within the Industrial Base (e.g., technology-specific expertise and data, models, hardware/software integration laboratories, testbeds, etc.).

The event is open to companies that have developed or are developing new and innovative capabilities that have direct application to Naval Aviation North Star priorities, including:
→Nuclear Command and Control
→ Unmanned Carrier Aviation / Manned-Unmanned Teaming
→Fleet Intelligence
→Surveillance, Reconnaissance (ISR) and Counter-ISR & Targeting (C-ISRT)
→ Navy Carrier Air Wing (4th / 5th Generation Aircraft)
→Long Range Fires.

The meeting will be held at the Secret Level.
⇒Only contractors performing a current DoD contract containing a DD254 will be allowed to the meeting.
⇒Only those with proper clearance will be permitted to attend.
