CYBER THREATS PROGRAM
A briefing with Franco Cappa, Cybersecurity Advisor, Cybersecurity and Infrastructure Security Agency (CISA), DHS; David Johnston, Protective Security Advisor, CISA/DHS and Philip Todd, Special Agent, Baltimore FBI Field Office

This program will provide briefings from DHS and the FBI:

  • From DHS/CISA: Homeland Security Perspectives for Building Security Capacity, Capability and Resilience. ” This presentation will provide information about Federal services and resources available to critical infrastructure operators. CISA was established within DHS in 2018.
  • From FBI: Counterintelligence (CI) threat brief highlighting some of the recent foreign threats identified and investigated by the FBI. The importance of cleared defense contractors awareness of their surroundings in the workplace and in the community will be emphasized!  CI threat briefs are often overlooked, de-emphasized, and slept-through but threats right here in the homeland are real and happen every day!  This short introduction may lead to continued discussion with your company or organization on ways to identify, report, and protect yourself from this threat.

ABOUT CISA
On November 16, 2018, President Trump signed into law the Cybersecurity and Infrastructure Security Agency Act of 2018. This landmark legislation elevated the mission of the former National Protection and Programs Directorate (NPPD) within DHS and established CISA.

ABOUT THE SPEAKERS
Franco Cappa, CISSP, Cybersecurity Advisor, Cybersecurity and Infrastructure Security Agency (CISA), U.S. Department of Homeland Security
Mr. Cappa is a Certified Information Systems Security Professional (CISSP) with over 30 years of experience in the Information and Communications Technology (ICT) industry, the majority of which dedicated to security—both in a cyber and physical environment. Mr. Cappa is highly skilled in recognizing potential security threats and assessing compliance with numerous security standards and regulations. He has performed duties as team lead, supervisor and senior manager in both technical and non-technical delivery environments for multiple industries and sectors (e.g., Chief Information Security Officer for an intergovernmental organization and Director of Security Services in higher education among others). Mr. Cappa has worked in the management, design, architecture and implementation of security solutions for customers in Americas, Asia, Europe, Africa and the Middle East, on multi-million-dollar projects. During his extensive career Mr. Cappa has delivered innovative solutions for the protection of information and assets in general. He is also an active contributor to security professional organizations and working groups like the International Information System Security Certification Consortium, or ISC2 and the National Institute of Standards and Technology (NIST).

David Johnston, Protective Security Advisor, CPP
Mr.Johnston serves as a Protective Security Advisor with the Cybersecurity and Infrastructure Security Agency assigned to the State of Maryland under the U.S. Department of Homeland Security. He serves as a security and resiliency liaison between federal, state, local and industry partners; ensuring the protection of America’s critical infrastructure across the region.
As a leader with the U.S. Department of Homeland Security since the organization’s inception in 2002, Mr. Johnston has been involved in aviation, maritime, law enforcement and security & contingency operations worldwide.

Philip Todd, Special Agent, Baltimore FBI Field Office
Mr. Todd has worked counterintelligence investigations for the FBI for 17 years.  He spent 9 years in the FBI Washington Field Office targeting Russian intelligence services operating in the U.S. and 6 years at FBI HQ targeting Russian technical threats and threats to critical infrastructure.  Since 2019 Mr. Todd has been assigned to the Baltimore FBI, covering counterintelligence threats for the states of Maryland and Delaware, spending most of his time in SOMD in St. Mary’s County, Charles County, Calvert County, Ann Arundel County and Prince George’s County.  The Baltimore FBI covers all counterintelligence investigations from threat countries including Russia and China, with emphasis on identifying and defeating foreign intelligence collection, theft of classified and proprietary information, espionage, and cyber intrusions, to name a few.
