Join us for a panel discussion on UAS safety facilitated by moderator, RADM Tim Heely, USN (ret), Senior VP of Strategy, Vanilla Unmanned, and former board member for Association of Unmanned Vehicle Systems International (AUVSI)

Robert “Bob” Bader is NAVAIRs Chief Airworthiness Engineer for UAS and Aerial Targets and chairman of the NATO UAS Airworthiness Requirements Subgroup. A U.S. Naval Academy graduate, he earned his Masters of Science from the Florida Institute of Technology. He served 20 years in the Marine Corps as an EA-6B Electronic Counter Measures Officer and as an avionics and systems engineer at NAVAIR. Following retirement from the Marine Corp, Bob has continued to support the Navy and Marine Corps aviation community as a NAVAIR lead systems engineer supporting fixed and rotary wing aircraft. Prior to assuming his current role, he has led the airworthiness engineering effort for the initial fielding of the MQ-4C Triton.

Stewart Harro is a 777 Captain and the Managing Director of Air Safety and Regulatory Compliance at FedEx Express. Stewart has more than 40 years of flying experience, is a long-time check airman on multiple fleets and has served in leadership roles in Flight Training, Flight Operations and Air Safety. In his current role, Capt. Harro is responsible for the FedEx ASAP and FOQA programs and also has a group pressing forward in the safety space with a diverse set of initiatives from learning how to fuse and understand disparate data sources to enhancing organizational safety culture.

Jay Kinser joined the FAA in 2014 and is the manager of the Strategic Programs Branch for the Unmanned Aircraft Systems (UAS) Integration Office. Jay’s role is focuses on strategy development, Safety Risk Management (SRM), Safety Management Systems (SMS), and public safety support activities. Jay was the lead for the development of FAA Order 8040.6 – Unmanned Aircraft Systems Safety Risk Management Policy and has supported the safety risk assessments for various Beyond Visual Line of Sight (BVLOS) UAS package delivery and critical infrastructure inspection operations. Jay recently received the Administrators Safety Award for the efforts developing and implementing the SRM process for UAS operations.

Prior to working for the FAA, Jay worked for the Department of the Army as a quality assurance specialist assigned to the Patriot Missile Facility (PMF) in Chambersburg Pennsylvania. Jay also has experience with NASA as a senior aerospace technician building the Aft Skirts of the Solid Rocket Boosters (SRBs) for the Space Shuttle Program at Kennedy Space Center in Florida. He has four years of military experience in the Air Force as an F-117A Crew Chief.

Jay has a MBA in Aviation and holds a bachelor’s degree in Aeronautics from Embry Riddle Aeronautical University. Jay also has an Associate’s degree in Aviation Maintenance Technology from the University of Eastern New Mexico. Jay’s certificates include an Airframe and Powerplant (A&P) Certificate, Private Pilot Certificate, Lean Six Sigma Black Belt, and Remote Pilot Certificate.
