ABOUT THE SPEAKERS
Mr.  Joe Billingsley is the Founder and Chairman of the Military Cyber Professionals Association (MCPA), Director of Strategic Engagement at the National Defense University (NDU) College of Information and Cyberspace (CIC), Adjunct Professor at the Institute of World Politics, creator of the National Service Panel at the DEF CON hacker conference, and Special Advisor of the peer-reviewed journal Military Cyber Affairs. He has been Adjunct Faculty at the George Washington University, Advisor of the Cyber Security Forum Initiative (CSFI), and Fellow at the Center for Network Innovation and Experimentation (CENETIX). He is a former Army Strategist (Functional Area 59) and Cyber Operations Officer, and graduate of the Naval Postgraduate School.

Mr. Joshua Reiter is the Department of the Navy Deputy Principal Cyber Advisor (PCA). In this role, he is responsible for supporting the PCA in advising the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps, and implementing the Department of Defense Cyber Strategy within the Department of the Navy. Mr. Reiter also serves in the additional capacity as the Department of the Navy Chief Information Officer’s (DON CIO) Chief Workforce Officer. He was originally appointed to Defense Intelligence Senior Level (DISL) in December 2018 as the Director of Cyber Workforce Policy and Planning under the Cybersecurity Directorate of OPNAV N2N6.

Ms. Heather McMahon is a former Senior Defense Intelligence Executive, counterintelligence expert, and seasoned combat leader. She recently served in the White House as Senior Director at the President’s Intelligence Advisory Board, advising on national security, counterintelligence, human intelligence, insider threat, critical technology protection, supply chain risk management and industrial security. She is currently a visiting professor at UMD’s Applied Research Lab for Intelligence and Security (ARLIS).

RADM Shane Gahagan assumed his current position as Program Executive Officer for Tactical Aircraft Programs, PEO(T), in September 2018. His previous assignment was as commander, Naval Air Warfare Center Aircraft Division and assistant commander for Research and Engineering, Naval Air Systems Command. Before that he served as the Air Warfare Mission Area/From the Air Program Office (PMA-298) program manager. He also served as the military director, Integrated Warfare Capability Enterprise Team. Gahagan’s ashore command assignments include VX-20 commanding officer and PMA-231 program manager.

RADM Sandy Daniels, USN (ret), currently serves as Outside Director, Safran Data Systems, Inc. (SDSI) and an independent consultant as part of Outreach Team for the C2 Operations in Denied Operations (CODE) project. Former Commander of the Patrol and Reconnaissance Group; Senior Advisor for Space, USN Headquarters; and Deputy Commander, Joint Functional Component for Space, U.S. Strategic Command.
